Maintenance: fix release workflow

Summary

While working on the next release we realized that one of the permissions boundaries between the release workflow and the reusable workflow to publish layers was misconfigured as the latter did not receive enough permissions to run.

This caused the entire release workflow to fail starting as seen in this run.

We should fix the workflows and add the appropriate permissions.

Why is this needed?

So that we can carry on with the release.
