Docs: manually bump Lambda Layer ARNs in docs to v28

What were you searching in the docs?

As a result of the issue highlighted in #1966 the part of the release workflow that updates the Lambda Layer ARNs on the documentation failed, as a result the ARNs in the docs are out of date.

Is this related to an existing documentation section?

How can we improve?

In order to correct the error we need to manually update the ARNs in the docs.
