Maintenance: add default project to issue templates

Summary

A few days ago GitHub has added a new field to the Issue Templates spec that allows to specify one or more GitHub projects where newly created issues will be added automatically.

We should update all our issue templates to use this new field.

Why is this needed?

So that we can version control this new field and avoid relying on manual actions or manual configs.
