Feature request: deploy Lambda Layer in `il-central-1` region

Use case

The new il-central-1 opt-in region has been made available today, so in one of the next releases we should consider deploying the public Lambda Layers to it.

Solution/User Experience

Once the layer is deployed in the region, customers creating Lambda functions in the region should be able to attach it to functions like they do in other regions.
