Maintenance: update `CODEOWNERS`

Summary

While the migration to the new GitHub Org/repo is undergoing, we are making changes to the teams that administrate the repo.

Why is this needed?

So that PRs can be sent for review properly and it's possible to tag maintainers using an handle.

Change the CODEOWNERS file entry to @aws-powertools/lambda-typescript-core

Acknowledgment

• This request meets Powertools for AWS Lambda (TypeScript) Tenets
