Maintenance: update Lerna to latest

Summary

The project currently uses Lerna version 4.0.0 which fairly old and can be updated to the latest version.

Why is this needed?

This version is over a year old and is behind two major versions and as such is not getting updates of any kind anymore.

Solution

Update lerna to its latest version and update the make-release workflow accordingly.
