Solution

Two-fold:

• Fix permission scoping due to new GitHub update reusable workflows must inherit permissions now
• Re-enable Actions to create PRs (pending OSPO)

Acknowledgment

• This request meets Powertools for AWS Lambda (Python) Tenets
• Should this be considered in other Powertools for AWS Lambda languages? i.e. Java, TypeScript, and .NET
