Description of changes:
The old cdk construct cdk-lambda-powertools-python-layer was specific to the aws lambda tools for python. With the work from @flochaz we are now able to create layers for both Python and NodeJS runtime.
The old project will be deprecated and we will focus the development only in this repository.
