add Python version in Layer description

Currently the Python layer description is something like Powertools for AWS Lambda (Python) V3 [x86_64] with extra dependencies version 1.0.1 and Powertools for AWS Lambda (Python) V3 [arm64] with extra dependencies version 1.0.1, we have not added information about which Python version this respective layer is. We need to add this for better visibility for customers.

New names:

Powertools for AWS Lambda (Python) V3 [x86_64 - Python xx] ....

Powertools for AWS Lambda (Python) V3 [arm64 - Python xx] ...
