Add libserialport for future avrdude release

Upcoming avrdude 7.3 will have optional dependancy to libserialport. It would be good to add the libary in the container.

Two newly added features will depepend on libserialport. The following two PRs have been merged in avrdude git main.

• Add serial port discovery avrdudes/avrdude#1498
• Support for serial port "touch" functionality using libserialport avrdudes/avrdude#1507

FYI, avrdude 8.0 has been released.

As of now the static linking build binaries are missing libserialport support.
