my arduino ide not working , stuck at initializing package

Opening Arduino IDE 1.8.5 in Windows 10 stops at "initializing package".

This is a screenshot of the arduino_debug.exe output:

java.lang.Error: IP Helper Library GetIpAddrTable function failed

which version of Windows 10 are you running? Some flavours of Windows 10S maybe? I'll try to reproduce it as soon as you can give me all the info. Thanks for reporting!
