Support Named Pipes as Language Server transport and update PSES version

Since 1.8 version of PSES TCP has been removed as a transport and replaced by secure named-pipes.

Need to support this change.

lsp4j library that is used for Language Server can not work with named pipes asynchronously so the support is required on the language server side.

Opened PR for PSES library.
