Cleans up the `material-experimental` bazel sass targets. We don't want to depend on bazel targets that depend on other targets which are not used. This negatively affects incrementality.

Cleans up the `material-experimental` bazel sass targets. We don't want to depend on bazel targets that depend on other targets which are not used. This negatively affects incrementality. (cherry picked from commit fc7ec9f)
