[Datepicker] Opening year view with filter slow

What is the expected behavior?

When opening year view, when you have a min or max date, should open near if not in the same amount of time as the non filtered year view.

What is the current behavior?

Currently opening the filtered year view on datepicker takes 5-7 times as long to open then the non-filtered view.
