Description

ChromeOS Screenreader will announces the names of inactive tabs when navigating through the tab panel.

Originaly reported internally (internal issue report).

Reproduction

Steps to reproduce:

1. With screen reader enabled, navigate to "Basic use of the tab group" demo on material/angular.io
2. Linear navigate forward to "Content 1"
3. (Announces "Content 1")
4. Continue to linear navigate forward until on "Events"

Announces events

Actual Behavior

Announces names of inactive tabs before announcing events
