When the text of a tooltip spans multiple lines, only the first line will have a background.

What is the expected behavior?

The tooltip background is behind all lines of text.

What is the current behavior?

The tooltip background is only behind the top line of text.

Material 2.0.0 alpha 11, Chrome 54.0.2840.99 m

Is there anything else we should know?

The link to the recommended plunkr in the issue template uses alpha 10, which does not have the wrapping behavior for tooltips.
