[mat-checkbox] disabled checkbox have hover state

Steps to reproduce:

Expected Behavior

I`m not sure, but i think don't need hover state if an element disabled.

Actual Behavior

Disabled checkbox have hover state.

• CDK/Material: 8.0.0
• Browser(s): CHROME
