[mat-table][a11y] Ability to add caption to mat-table.

Please describe the feature you would like to request.

It would be nice to have an opportunity to add caption tag to mat-table.

What is the use-case or motivation for this proposal?

An accessible name for a table enables people using SR to identify the purpose of the table and to differentiate among multiple data tables on the same page or match the table with another data.

Is there anything else we should know?

Alternatively we can use aria-label but it's not supported as widely as caption
