encapsulate angular-mocks.js into closure

Compile script should wrap angular-mocks.js into closure (we might create minified version as well)
Mocks should be access through angular.mock

• angular.mock.service.$browser
• angular.mock.service.$exceptionHandler
• angular.mock.service.$log
• angular.mock.service.$defer
• angular.mock.service.$httpBackend
