Wrong package name for schematics CLI

Description

The files packages/schematics/schematics/blank/project-files/README.md and packages/schematics/schematics/schematic/files/README.md have this line:

To test locally, install @angular-devkit/schematics globally and use the schematics command line tool.

The correct package name is @angular-devkit/schematics-cli unless I'm misunderstanding something.
