Add direct links to monitoring dashboards into workflow logs.

Expected behavior

User may open workflow step and go to direct link to appropriate Grafana dashboard.

Potential alternatives

At the current time user see only RUN_ID and HOSTNAME, copy it and looking for appropriate dashboard. It's not a convenient way
