Disable JVM option for Java metrics

Description

UTBot Java: build and run tests worfklow fails on publish-cli-image job due to enabled -javaagent:/tmp/jmx-exporter.jar=12345:/tmp/jmx-exporter.yml option. It cannot find /tmp/jmx-exporter.jar file. The option should be disabled in workflows that are not supposed to use monitoring.

To Reproduce

1. See the main branch
2. See the check with the noticed job fails.

Expected behavior

UTBot Java: build and run tests workflow should pass.

Actual behavior

UTBot Java: build and run tests workflow fails.
