Plugin requires IDEA restart after installation

Description

Minor usability issue:
Plugin began to require IDEA restart after installation.
Before today restart was required only after plugin uninstall.

To Reproduce

1. IntelliJ Idea with UnitTestBot plugin is running
2. File -> Settings -> Plugins, uninstall UnitTestBot
3. Click Apply/OK
4. Restart is suggested, do it
5. File -> Settings -> Plugins, install new version of the plugin, starting from this
6. Click Apply/ OK

Expected behavior

No restart after installation was suggested before.

Actual behavior

Restart IDEA is required after installation.
