Add SummariesGenerationEnabled setting to the UtBot Settings in the IDEA

Description

Sometimes user needs to disable Summaries generation to speed up the test generation or avoid bugs related to the summaries generation

Expected behavior

1. The new setting should be added to the UtBot Settings in the IDEA
2. Also it should be renamed from the existing to the new one.
3. True by default.
