[graphviz] refactor _static/graphviz notebook into `figures.ipynb`

I think we should split lectures/_static/lecture_specific/graphviz/graphviz_generation.ipynb into figures.ipynb notebooks in the relevant lecture folder such as

• _static/lecture_specific/markov_chains_II/figures.ipynb which would generate example4.png
