Add the ability to pass parameters to 'Registered-EditorCommand' from HTMLContentView

Passing parameters would give us more possibilities regarding UI tooling.
I´ve tried some ways to achieve it as you can see here and here. For this to work, JavaScript (vscode-powershell #910) needs to be enabled because it is used to get the input value´s from the html and append them to the href attribute of the link.
Next step would be to make it more user friendly and easier to hook the things up in the end.
Any thoughts on it ?
