"Prompt To Update PowerShell" does not update PS anymore

Prerequisites

Summary

After #2105 was implemented, the extension gave an opportunity to update PS to the latest version.

Now it only offers to download it from GitHub:
"PowerShell v7.3.6 is out-of-date. The latest version is 7.3.7. Would you like to open the GitHub release in your browser?"

This is by-design. The auto-update was too buggy to continue to maintain and was removed in #4570 (see #4553).

Hm, strange. I've never had issues with the auto update...
