Fix attribution bug in Changelog generation script

The changelog script generates strange attributions for the wrong people. Example:

```powershell
./tools/Get-PowerShellExtensionChangelog.ps1 -ReleaseTag v1.8.4 -LastReleaseTage v1.8.3
```

Notice that there is faulty attribution logic.
