Use new Azure Account Extension to authenticate with Azure PowerShell

The new Azure Account extension from Microsoft is intended to provide a single Azure sign in experience for all extensions, if the PowerShell extension can use this it would alleviate the need to sign in to Azure PowerShell each time the IDE is loaded and allow a single store for Azure credentials.
