Hmmm did the tests hang the first time?

No, failed on a debouncer output test I think. It finished fairly quickly.

That's the first time I've seen that one fail due to a timeout, I'll have to keep an eye on it. Oh well, change looks good, I'm merging it.

This change sets the default value of the powershell.enableProfileLoading
to true by default.  It was confusing to users to have it disabled in the
debut release of the feature.
