Resurrect `Test.Host` tests

In #1426 we deleted the test task TestHost and the associated test files in test/PowerShellEditorServices.Test.Host because it was dead code that was not currently being run and did not build. This issue tracks recreating those tests (and we can salvage from commit 366210e).
