Parallelize rules if possible

Opening this generic issue while in a meeting with folks discussing PowerShell editor tooling.

@JamesWTruher believes that we are not parallelizing everything that we could be - the big one being rules execution. We should try to parallelize this as much as possible to get perf gains.

As far as I am aware each rule is run in a different thread. To me it seems to be mainly parallelized already. I think the current limiting factor is the locks that are present in e.g. the Helper class. Maybe it is better to have an on-line Skype meeting from time to time to discuss things like that?

I am running ScriptAnalyzer on a small-medium sized project and it takes way to long to run
