Enable composition of profiles (like to add large module libraries, e.g. Az)

Summary of the new feature

Allow the breaking out of compatibility profile components into pieces so that they can be composed at rule-execution time.

Ideally this would mean a new field on compatibility rules of some kind to tack on a profile to another profile. For cmdlet-based profile manipulation, this might look like Join-PSCompatibilityProfile.

This is mainly me recording this thought for later

Are there functions in Az that are not available in PSCore? And even if so, I'd expect them to disappear by the time the AzureRM module has reached the end of its current maintenance support lifecycle.

Not sure, although it's big enough that I suspect there might be. My real use case is for being able to break up the collection and distribution of these profiles -- I've been trying to rerun profile collections in AzF and it's just so big
