HMR updates not synced on initial app start

Environment
Provide version numbers for the following components (information can be retrieved by running tns info in your project folder or by inspecting the package.json of the project):

• CLI: 6.1.2
• Cross-platform modules: 6.1.0
• Android Runtime: 6.1.0
• iOS Runtime: 6.1.0

To Reproduce

1. tns create testHMRJs --js && cd testHMRJs
2. tns run android
3. update something (e.g. the counter in main-view-model.js)
4. a hot update will be generated and the counter value will be changed
5. manually restart the app on the device
6. the counter value will reset to its initial state

Expected behavior
The counter value should be the one from the hot updates.
