Action docs are not linked in main readme.md

As mentioned in #963

https://github.com/KnpLabs/php-github-api/tree/master/doc/repo/actions these are not linked at all I think.

Again, your docs system = flawed. You have items nested in the main README, but the files are not nested, all needs to be manually edited. Eventually this will always lead to things like this.

Github has its own wiki system, there are tons of static site generators other projects use for this, there is ReadTheDocs ... my suggestion is use anything else.

I would fix the links and do a PR myself if I would not feel so uncomfortable contributing to a flawed system.
