Fix conda-packages workflow's step 'test_examples_linux' by removing pinning from above on compiler's version.

This change fixes "test_examples_linux" step, and it is the only change made in this PR.

"build_windows" step in conda-packages workflow failed due to connectivity issues.

Ready to be merged.
