Incorrect result using `slice` with `usm_ndarray` on GPU devices not supporting `fp64`

With the most recent version of dpctl (0.19.0dev0, py312_169), the following code produces incorrect results. Specifically, the first element in each row should be zero, but this is not the case.
This issue only occurs on GPU devices that do not support fp64.
