Given the following Terraform
The environment and variables are created successfully.
However, if I go and add THIRD_VARIABLE to my environment in the UI, then update the file accordingly, when I run
terraform apply
I get:Shouldn't the provider notice that the state has changed outside of Terraform and try an update instead of failing immediately on a create?
Terraform import is not really an option for me as this is a minimal example of a problem I'm experiencing where the state is on a remote backend I don't have direct access to
