Repository UI is unusable if there are no branches

Description

If someone pushes only a tag to a repository the UI is blank stating "This repository doesn’t have any branches".
I'm not sure what the proper behavior should be, but I don't think that is the correct one.

Steps to reproduce:

1. Setup a new repository on gitea
2. add the remote to git
3. run git push origin {tag}

IIRC the answer to the question is "the same as github". History here: #33092 (comment)

Maybe Gitea can display the branches, tags tab.

Good to know. I find it odd though because all the data itself is there - just the server refuses to display it even when asked for the tag.

In any case it's a really edge case - I don't expect anyone would push tags only to a repository.
