Author dropdown on dashboard issue list page only accept user input

Description

On Gitea 1.23.1, the Author dropdown of the pull requests appears empty. This appears to be a regression from #25906

Note: demo.gitea.com is unreachable, so I can not try it on the demo!

On Gitea 1.23.1, the Author dropdown of the pull requests appears empty. This appears to be a regression from #25906

It's not regression, it is a new feature: allow to filter authors on the "dashboard" page. But, at the moment, on the "dashbaord" page, you could only input the usernames in that dropdown because it's impossible to get the full list by current codebase.
