scheduled tasks are not using the latest commits

Description

I'm using renovatebot on selfhosted gitea.
Among others, renovatebot update itself, but it looks, even if the latest tags are pushed into master (default branch) it's still using an older version

I am able to reproduce (also using renovate). I tried the solution mentioned in this issue #32219 (comment) and it did not seem to make a difference.

I am using Gitea 1.23.8
