The issue is related to the default filter In your repositories. Users who are not in the Owners team are not considered as In your repositories.

Well, I found that after switching to the test_org dashboard context, the review request shows. However, it's just not easy to notice the PR from the org because it requires manual switching. Is it intended behavior?
