How to add custom hooks in new repo (hooks\pre-receive.d\pre-receive) to limit the size of the push file？

Hello,
I'm glad to find an open source and feature-rich repository platform like gitea.
I just started to put it into use, but now I have the following requirements. After consulting the data and documents (the Chinese documents are incomplete, and the English documents are viewed with the help of the translator), I can't find a solution. The problems are as follows:

1. Whether the file size of the push can be limited on the server side (for all organizations and all warehouses) has been achieved through the local. git/books/pre-commit, but it cannot be changed from the root cause.
2. Whether the warehouse can be limited to the specified size. We use it ourselves. Everyone's level is different. Many people will push all kinds of files (oversized csv, pickle exported files, etc., and various suffix files that are difficult to summarize.)

You can enable git hooks on your app.ini and then you can edit hooks in repository settings.

In fact, I want universal global git hooks.

Just for reference - since in my pre-installed app.ini there is no hit how to do that:
