Is restore function secure in a multi-tenant cluster ?

Hi,

I'm seeing here https://access.crunchydata.com/documentation/postgres-operator/v5/tutorial/disaster-recovery/ that it is possible to clone a cluster that is in another namespace. Isn't this feature a little bit insecure in multi-tenant clusters ?
