minor #19464 [Setup] Minor tweaks to setup related to the symfony cli (weaverryan)

This PR was submitted for the 6.4 branch but it was merged into the 5.4 branch instead.

[Setup] Minor tweaks to setup related to the symfony cli

Very minor PR I had sitting around locally. Mostly I wanted more direct language that while using the `symfony` binary is optional, but if you're new and not sure, it *is* recommended.
