remove: remove stats/base/meanwd

This commit removes `@stdlib/stats/base/meanwd` in favor of `@stdlib/stats/strided/meanwd`.

BREAKING CHANGE: remove `stats/base/meanwd`

To migrate, users should update their require/import paths to use
`@stdlib/stats/strided/meanwd`, which provides the same API and implementation.
