remove: remove utils/named-typed-tuple

BREAKING CHANGE: remove `@stdlib/utils/named-typed-tuple`

To migrate, users should use `@stdlib/dstructs/named-typed-tuple` which provides
the same API and behavior as `@stdlib/utils/named-typed-tuple`.
