`hyper` and its dependencies are updated.  The overlap with other
production functionality is fairly minimal and comes from compatible
bumps to fairly foundational crates.  Below is a summary of the notable
overlap:

* `bitflags` - diesel, openssl
* `byteorder` - base64, diesel, libflate
* `hyper` - reqwest
* `lazy_staic` - openssl, ring, schannel, semver-parser
* `libc` - many crates, of course
* `time` - chrono, conduit_conditional_get, conduit_static, cookie, tar
