update and approve AECS

Change Affiliated Students Association to Affiliated Early Career Scholars. Vote to approve with the understanding that the EC will add a section on joining and leaving, specifying that an Affiliated Early Career Scholar agrees to receive communication from the OMF and abide by the OMF values and code of conduct when acting as an representative of the OMF.
