build: fix dashboard compilation errors (#11300)

* Bumps the dashboard to the latest Firebase version to fix some TS compilation errors. * Adds a package-lock for the dashboard for consistency with everything else and to help avoid versioning issues. * Bumps the screenshot tool to the latest version of Firebase.
